PRPC (Plataforma de Refexión sobre Políticas Culturales) was formed as an area of discussion and questioning of privatization of public funds for cultural production via the BIACS Foundation and the lobbies of private investment. In addition it started up an online tool of information and discussion: www.e-sevilla.org
Since 2004, in Seville cultural policies have suffered a program capitalization of the contemporary artistic expression. BIACS Foundation (International Contemporary Art Biennial Seville) has captured a significant portion of public funds for cultural production in addition to private sponsorship to launch an image project of the city, to fight against the reduction of the self-representation that the city suffered after the Expo 92. Hiring important names of the contemporary art scene, such as Harald Szeeman, Okwui Enwezor or Peter Weibel the project has been legitimized. BIACS Foundation, bankrupt, announced last December the postponement of the biennial to February 2011 and a verbal agreement with the Foundation Abu Dhabi Authority Culture and Heritage, related to the emirate¿s royal family, to be its partner in the fourth edition. Currently, less than a year for the supposed fourth edition, there is no new news in this regard.
